Sergei Sobyanin: Construction of the Moscow Photonics Center in Alabushevo is completed

Major construction works have been completed at the Moscow Photonics Center. The Center is located in Zelenograd, on the Alabushevo site of the Moscow Technopolis special economic zone (SEZ). A photomask center is also being constructed on the site. Sergei Sobyanin visited the capital’s new high-tech enterprises.
“Technopolis Moscow is the largest special economic zone in the country, and a number of key areas for our country’s technological independence are being developed there. In particular, here in Zelenograd projects in fields such as pharmaceuticals and microelectronics are being implemented. And now we have started work in another unique field of great importance for our country — the development of photonics. By order of the President of Russia, a project to build a plant for the production of photonic integrated systems is being implemented. The building has been constructed, equipment is being delivered and commissioning works are under way. I hope that by the end of the year we will already have new products that are unique in our country,” said the Mayor of Moscow.
Moscow Photonics Center
The Moscow Photonics Center is a federal-scale project implemented on behalf of the President of Russia. The project is implemented with the support of the Ministry of Industry and Trade of the Russian Federation.
The total area of the center is 26,700 square meters.
The company’s main products will be photonic integrated circuits (PICs). The rated capacity of the new photonics center will enable it to produce up to 100,000 items per year.
“The products manufactured at the Center will increase data transfer speeds by a factor of 50-100. This is very important for telecommunications, space communications, and the development of artificial intelligence, biomedicine and other high-tech industries,” the Mayor of Moscow wrote in his Telegram channel.

PICs are used in transceivers, where they enable data transmission at speeds in excess of 100 gigabits per second while consuming up to 10 times less power. These elements will enable the creation of devices up to 20 times smaller than existing counterparts.

Photomask Center
Another important project at the Alabushevo site is the construction of a photomask center. Moscow’s partners in its implementation were the Russian Ministry of Trade and Industry, the Russian Ministry of Education and Science and the Moscow Institute of Electronic Technology National Research University.
The center will occupy an area of 14,500 square meters, about three thousand of which will be occupied by clean rooms. Almost 300 new jobs will be created at the production facility.
The company will manufacture photomasks, templates that are used in the creation of integrated circuits. The rated capacity of the new photonics center will enable it to produce up to 5,500 photomasks per year.

Moscow Technopolis SEZ
The Moscow Technopolis special economic zone is a territory with a special legal status and a preferential regime for investors. It was established in 2006 and the active development phase began in 2016. In the last eight years, the SEZ has become the largest in Russia, in terms both of investment volume and the area occupied by its resident enterprises.
SEZ residents are exempt from property, transportation and land taxes for 10 years from the date they obtain resident status. They are subject to a corporate income tax rate of just two percent. They also benefit from a free customs zone regime and land lease privileges. Upon completion of the construction of facility, investors may buy the leased land plot for one percent of its cadastral value.
Today, more than 220 high-tech enterprises have localized their production sites in the SEZ, of which 120 have resident status. Together, they have created over 22,000 jobs.
The SEZ includes 10 sites: Pechatniki, Alabushevo, Mikron, MIET, Angstrem, Rudnevo, Krasnaya Pakhra, Khrunicheva, Tolstopaltsevo and KMZ. Including the new investment sites, the total area of plots for the location of high-tech enterprises exceeded 390 hectares.
It is expected that by the end of 2025 the accumulated volume investments in the companies, from both the state budget and private investors, will amount to some 460 billion rubles. To date, over 1.6 million square meters of real estate for industrial and public-business sites have been built in the SEZ. Under the construction plans, this year this figure will increase to 2.3 million square meters, in 2026, to three million meters, and by 2027 — to 4.5 million square meters.
Four cross-industry clusters have been formed in the Moscow Technopolis SEZ: pharmaceuticals, electric vehicle manufacturing, photonics and microelectronics, and unmanned aircraft systems.
The latter includes more than 60 leading companies, more than 20 of which are residents and tenants of sites in the Moscow Technopolis SEZ. These include Biforkom Tek LLC, Neoros LLC, Mikron JSC, NPC Elvis JSC and others.
It is expected that in 2025 the capital will account for about 40 percent of the total annual revenue of domestic enterprises in the industry, amounting to 84 billion rubles.
Most of the enterprises of the photonics and microelectronics cluster are located in Zelenograd, on the Alabushevo, MIET, Mikron and Angstrem sites. Zelenograd is traditionally considered the largest center for the development of Russia’s microelectronics industry.
Two or three new profile production facilities are opened in Moscow every year. The growth in the number of enterprises not only brings an economic effect, but also creates new jobs: if now the industry employs more than 15,000 people, by 2030 this number will approach 19,000.
In 2020, 3.9 billion rubles were invested in the capital’s microelectronics sector. In 2025, investments in the industry will increase almost fivefold. It is expected that by 2030 the volume of investments, from both the city budget and the private sector, will be more than 20 times greater than the figure for 2020, reaching 80 billion rubles.

Alabushevo site
Alabushevo is an dynamically developing site in the Moscow Technopolis SEZ, and microelectronics, photonics and pharmaceuticals enterprises have production facilities here.
The total area of commissioned facilities totals 340,000 square meters of real estate, which is occupied by production facilities, offices and laboratories. About 400,000 square meters of industrial buildings are under construction.
Today 65 high-tech companies are based at the Alabushevo site, and jobs have been created for 4,800 people. Total investments exceed 80 billion rubles. In 2025 it is planned that some 160,000 square meters of space will be commissioned on the site.
By 2030, the total area of the facilities will exceed 980,000 square meters, enough to accommodate an additional 20 enterprises. The number of jobs created will exceed 11,000. The total volume of investments will amount to over 230 billion rubles.
In addition to the microelectronics and photonics cluster, Zelenograd is actively developing Russia’s largest pharmaceutical cluster, which is home to 13 leading manufacturers of vital drugs. Here they develop and produce innovative drugs for the treatment of oncological, cardiological, autoimmune and other diseases. By 2028 the participants in the pharma cluster will have created over 4,000 high-paying jobs.
For example, the second stage of a full-cycle pharmaceutical research and production complex for the development and production of sterile dosage forms and soft gelatin capsules was recently opened at the Alabushevo site of the Moscow Technopolis SEZ under an offset agreement. The company will supply the city with drugs for the treatment of cardiovascular, neurological, endocrine and other diseases under 20 international non-proprietary names. Under the terms of the offset agreement, the plant will deliver about 242 million units to the city over five years.
In 2027, another pharmaceutical company will complete the construction of a production and laboratory facility, in which it plans to implement a project to develop and organize the production of biotechnology products. The area of the center will be about 40,000 square meters. More than 1,000 highly qualified specialists will work there.
