Cancer patients and those with cardiovascular diseases (CVD) get exceptional protection. Moscow also takes care of mothers and children, Sergei Sobyanin writes on his telegram channel.
For them, we are continuously improving medical services under the Metropolitan Healthcare. Indeed, we have created multidisciplinary cancer hubs for cancer patients in major hospitals. So, now they have diagnostics, surgical and drug treatments, dispensary observation, etc. in a one-stop shop, and they need not go somewhere else. We are also implementing a patient escort project called Personal Cancer Attendant. More than 120,000 people have received the assistance in two and a half years,” wrote the Moscow Mayor.

Better medical care for cancer patients
The largest city hospitals, such as Loginov Moscow Clinical Scientific Center, Moscow City Oncology Hospital No. 62, City Clinical Hospital named after S.P. Botkin, Moscow Kommunarka Multidisciplinary Clinical Center (MMCC) and City Clinical Oncology Hospital No. 1 have multidisciplinary cancer hubs (i.e., a clinic, a pathomorphological laboratory and an outpatient cancer care center) with a full spectrum of clinical capabilities, including diagnostics, surgical and drug treatments, dispensary observation, etc., each providing services to patients in one or two administrative districts of Moscow.
They include eight outpatient cancer care centers (OCCC) to offer all types of diagnostic tests as may be required to prove or disprove potential cancer.

Oncology is the first field in Moscow healthcare to introduce the value-oriented approach as a framework with the emphasis shifted from service amounts towards results that can be achieved during treatment. To this end, experts have built customer paths for all stages, from suspected malignant neoplasm to lifelong observation after treatment.
Loginov Moscow Clinical Scientific Center is launching a new 570-bed building to introduce present-day fast recovery processes, including gentle anesthetic delivery techniques and minimally invasive surgery.
The new cancer care standard helped achieve the following basic results:
— 1-year mortality from malignant neoplasms has reduced in half (13.1 per cent in 2022 vs. 26.1 per cent in 2010) to reach a historical minimum;
— yearly cancer detection index (stages 1 and 2) has grown from 51.5 per cent in 2010 up to 65 per cent in 2022;
— 5-year survival of cancer patients has increased from 49 per cent in 2010 up to 58.7 per cent in 2022.
Medical care for CVD patients
For many years Moscow has successfully employed a heart attack network to provide high-tech emergency care to ACS patients. Today, the average time between admission to a special hospital in Moscow and a blockage treatment is in line with the internationally accepted standard time, the overwhelming majority of MI patients in the capital receiving primary angioplasty and stenting (82.8 per cent); there is also a successfully functioning secondary MI/stroke prevention network.

In 2022, Moscow opened two biggest up-to-date perinatal centers, one at Kommunarka MMCC and the other in the premises of Vorokhobov City Clinical Hospital No. 67.

In addition, they kicked off a program for modernization of community infant feeding centers last year to have renovated 21 baby food factories.
The spectrum of cutting-edge molecular genetic tests as part of non-invasive prenatal testing has been broadened since December 2021 to carry out over 12,000 tests.
Moscow is also running a neonatal screening program; they screened 110,325 newborn Muscovites for 11 disorders and identified 99 diseases in 2022, all the babies being subject to a regular medical check-up and receiving care, nutritional therapy and medicines free of charge.
Since this year, newborns have been screened for 36 genetic disorders. The expanded newborn screening program will make it possible to promptly diagnose and treat most genetic disorders in newborns.
