Moscow once again tops municipal infrastructure digitalisation index

Moscow has once again become the top Russian city in the municipal infrastructure digitalisation index. The Russian Federation’s Ministry of Construction, Housing and Utilities has unveiled the results of the 2019 rating survey.

The capital ranked first among the 203 cities surveyed. The country’s five leading mega-cities also include Yekaterinburg, Kazan, St Petersburg and Voronezh. 

Moscow scored 89.65 points out of a total of 120, improving its previous year’s results by seven percent. The average Cities’ IQ index score was 40.67 points. The city made greatest progress in the Smart Utilities category, boosting its score by 67.69 percent.

Compiled by the Russian Federation’s Ministry of Construction, Housing and Utilities, the Cities’ IQ index is a transparent tool for assessing the efficiency of the digitalisation of key municipal development sectors. The city consistently introduces municipal infrastructure and social sector technologies, and develops its IT infrastructure and has therefore boosted its overall scores.

The index is calculated using 47 parametres. End results depend on the pace of municipal infrastructure digitalisation and its efficiency. The rating survey assessed cities’ achievements in the area of municipal management, smart technologies for the utility and transport sectors, urban environment innovations, public and environmental safety and security systems, tourism, the social services system, the communications infrastructure, the economy and the investment climate.
