Get your digital permit: Answers to the main questions

Free digital permit: a detailed guide – what’s it for and how to get one.

Starting 15 April, a digital permit is required to travel in Moscow and the Moscow Region using public transit or a personal vehicle. Permit is a special alphanumeric code issued free of charge.

Digital permits have been automatically extended until 4 May. If you plan to use you worker's digital permit beyond that date, you must extend it. Otherwise, you will have to apply for a new one on 5 May. Both existing and new permits will be valid up to and including 11 May.

Get your digital permit on 

Applying for the digital permit, choose one of the following:

— Worker’s digital permit;

— Permit for holders of certain work IDs;

— One-time trip permit to a healthcare facility;

— One-time trip permit for other purposes.

There are three ways to get a free digital permit.

Online application on mos.ru. Sign in, choose 'Getting a digital permit for moving around the city', then fill in all the necessary information and submit the application.

By a text message to short code 7377. The text message should include the code of your purpose and all the necessary information.

Also, you can use one of the three ID codes in the text message:

1. Russian passport;

2. Foreign passport;

3. Other ID.

The application message for a worker’s permit should include:

Permit*purpose code *passport type code*passport series*passport number*car license plate number (if you use one)*Troika card number (if you use one) *Strelka card number (if you use one)* employer’s TIN *employer’s short name.

EXAMPLE: Permit*1*1*1234*123456* Р043МП177***1234567890* Romashka, LLC (vehicle license plate number and Troika Travel Card number are replaced with asterisks).

If you work at a healthcare facility, TIN is optional.

You will receive a numeric code in a reply text message.

The application message for a one-time trip permit to a healthcare facility should include:

Permit*purpose code *passport type code*passport series*passport number*car license plate number (if you use one)*date of birth (using full stops after numbers)*car license plate number (if you use one)*Troika card number (if any) *Strelka card number (if you use one)* healthcare facility’s short name.

The application message for a one-time trip permit for other purposes should include:

Permit*purpose code *passport type code*passport series*passport number*car license plate number (if you use one)*Troika card number (if you use one) *Strelka card number (if you use one)* purpose of trip (up to 20 characters) *destination address.

EXAMPLE: *3*1*1234*123456**1111222333**to the summer house* Opalikha, Prishvina, 11 (vehicle license plate number and the Strelka Travel Card number are replaced with asterisks).

Please use Russian letters to indicate your car’s license plate number.

Attention! If you choose not to fill in some of the optional data, the application template remains the same. Do not fill in the blanks between the ** symbols. These are required symbols.

By calling the Moscow unified information service: +7 (495) 777-77-77.

The operator of the Moscow Government Call Centre will request the necessary information, fill in the data and tell the code of your digital permit. Put this code down to report it later to the patrolling services.

Starting 22 April, travel by public transport in Moscow is only allowed using the Troika or Strelka travelcards. You must provide your travelcard number when applying for a digital permit. If you would like to use a car, provide the vehicle registration number when applying for a digital permit.

How to get a permit for travelling by car with a foreign license plate?

To travel around Moscow, you will need to submit your first and last name, patronymic (or middle name, if applicable), date and place of birth, registration address in Russia, your phone number (of a mobile service provider that operates in Russia), and e-mail. Legal entities that own a vehicle need to submit their company name, legal address, and taxpayer identification number or its equivalent.

In addition, you must provide the series and number of the vehicle registration document, upload photos of the registration document from the front and back, as well as the photo of your driver’s license.

The owners of automobiles registered in another country who received a digital permit before 30 April need to provide additional information on the Moscow Mayor’s official website (if they are registered there) between 1 and 4 May to extend the permit.

How to get a permit for a trip with a work ID?

Go to mos.ru and pick the service ‘Getting a digital permit for moving around the city’. 

Pick ‘Travelling with a work ID.’

You will need to provide your first name, last name and patronymic (if you have one), your mobile phone number, e-mail, the series and number of your passport or other ID, the number of your work ID (that is, the ID of military personnel, state or municipal officials, judges, registration number of a lawyer or a notary, press card or another document that identifies you as a journalist, the ID or personal card of a security guard.)

In addition, you will need to provide the registration number of the vehicle* you are going to use (if you are using a personal or company vehicle). To travel by taxi, there is no need to provide the car registration number but you will have to provide your digital permit number when ordering a taxi.

In addition, you will need to specify the number of your Troika or Strelka card or another travelcard, or the series and number of your social card of a Muscovite or aMoscow Region resident (look here to find the number).

If you travel by taxi, tick the box ‘I plan to use a taxi.’ After filling in the required information, pick the date from which the permit will be valid.

Submit the application. The system will display a special code. Make sure you save this code by writing it down, taking a photo or a screenshot.

The car registration number that you provide in the application will be verified. If the information fully matches the data onyour mos.ru personal account, the information about your place of work and your work ID, the information about your vehicle, your Troika or Strelka card, or another travelcard or social card will be added to the information system.

If the information in the work ID has not changed, the permit will be automatically extended through to 11 May.

Check or modify your digital permit here

The digital permits do not cover cargo transportation. The movement of cargo transport in Moscow is based on the previously issued standard permits and passes. The driver and passengers of cargo transport do not need a digital permit.

Can foreigners living in Moscow receive a digital permit?

Yes, foreign nationals can also receive a digital permit.

How can I check if my work pass is valid?

To check if your pass is valid, use a special form.

Before going out, please check all the information in your permit. You cannot cancel the permit: it will be cancelled only if some of the information you submitted was incorrect. If your permit is cancelled, you will receive an email or a text message to the phone number you provided in the application.

I need to change the car registration number and use a Troika card instead. Can I edit the information in an issued digital permit?

You can edit the information about your transportation means using the ‘Check your digital permit’ service. To do so, enter the 16-digit permit code. After the system checks its expiration date, you will see the button ‘Edit the permit.’ Click the button, then choose the transportation means you want to use, then add or edit the necessary information. Please check the accuracy of the information and press ‘Save’. Enter the 5-digit code that you will receive via text message to the phone number you provided in the application. After that, your permit will contain the information about your vehicle or travelcard.

I have read online that there will be more fines for violation of the self-isolation measures for drivers.

In order to avoid fines, you need to get a digital permit and check your car number in the database here.

Verifying my passport data takes time and I need my permit right now. What can I do?

The digital permit is issued online as soon as you submit your application. The information will be verified after you receive the permit.

When applying for a permit, please make sure all the information you provide is accurate to avoid errors and not waste time with re-applying. If the information is incorrect, the permit may be cancelled.

Can I be denied a digital permit? If yes, on what grounds?

You will not receive a permit if the information you provided is incomplete or inaccurate. Please check the information again and re-apply.

I don’t know my employer’s taxpayer identification number (TIN). Can I skip it?

No, this is a required field. Check the TIN with your employer.

I can’t submit the digital permit application – the system malfunctions, the website is down What do I do?

Due to the high server load, the response time may increase. Please try to submit your application later or use the alternatives: call the Moscow Government Call Centre: +7 (495) 777-77-77 or send a text message to the short code 7377.

Do I need to attach a photo to get a digital permit?

No, you don't need a photo to get a permit.

Should I provide my residence or registration address?

You should provide your residence address.

I don't have a residence permit or registration in Moscow. How can I get a digital permit to go out?

To get a digital permit, you must specify your actual place of residence.

I rent a flat in a different neighbourhood or temporarily live with my relatives. What do I do?

Applying for the digital permit, fill in your residence address. You do not need an address for the worker’s permit.

When do I need a permit?

You need a permit if you plan to use your personal vehicle, taxi or public transport.

When can I go out without a digital permit?

You do not need a digital permit if you go on foot and follow the limitations set by the decree of Moscow Mayor dd. 5 March 2020. For instance, you can walk your dog, take out garbage shop in the nearest store or pharmacy.

What does the digital permit look like?

A digital permit is an alphanumeric code, where the first four digits mean its expiration date, and the other 12 characters identify its holder. Authorised officers in charge of monitoring lockdown compliance will enter this code on the service device, and the system will provide information about the date and purpose of your permit, as well as information about the holder. Officers check this data against the data of a person's ID indicated in the permit application.

What types of digital permits are there?

There are two types of digital permits valid in Moscow: for employees of organisations whose activities are not suspended by the Moscow Mayor decree, and for one-time trips. A one-time trip permit can be issued for visiting a healthcare facility or for other personal purposes. The rules for issuing these permits vary.

What is the term of a digital permit and how often can I get it?

The digital permits of the individuals who must travel to their place of work during the period of temporary restrictions as per Moscow Mayor’s executive order, were automatically extended through to 4 May. If you want to continue using this type of permit further, you need to extend the existing one or receive a new one before 4 May, and this permit will be valid through to 11 May.

A one-time trip permit for visiting a healthcare facility is valid for one calendar day. You can get an unlimited number of permits a week.

A one-time trip permit for other personal purposes is issued for one calendar day. You can get it twice a week.

How far can I travel with a digital permit?

You can move at any distance. To get a one-time trip permit, you must specify your departure and destination address. You do not need to specify any addresses to obtain a permit to get to work.

What will happen if I do not provide some of the necessary information when applying for a permit?

When applying on mos.ru, you will not be able to submit the form with required details missing.

Passport data verification takes some time, but I need a digital permit urgently. What should I do?

A digital permit is issued online and does not require some interagency checks.

Can I be refused a digital permit? What are the reasons?

You will not be issued a permit if your request contains incomplete or invalid data. Check the data and submit the request once again.

Who can move around the city without a digital permit?

You are allowed to move around the city without a digital permit, provided you have your official ID card (ID card of a military officer, civil and municipal servant and their deputies, ID card of a judge, lawyer, notary, including their assistants, as well as an editor's ID card or other document certifying the identity and authority of a journalist, ID card of a private security guard, personal card of a security guard).

Can I go to the Moscow region with this permit?

Yes, you can, as a digital permit issued in Moscow is valid in the Moscow region, too. Likewise, permits issued in the Moscow region will be valid in Moscow.

I need to go to the summer house in the Moscow Region. Can I get a digital permit for that?

Yes, you can. You have to apply for a one-time trip permit for other purposes. A digital permit issued in Moscow is valid in the Moscow Region. If you are coming back to Moscow the next day or in a few days, you have to apply for another permit.

I don't know my employer's TIN. Can I omit it?

No, this is a required field. Check the TIN with your employer.

I'm an employer. Can I have digital permits issued for all my employees?

No, you can't, employees must register their permits on their own. You can help your employees by providing them all the company information they need to get a digital permit.

What should deliverymen and taxi drivers do? They have to drive around the city.

Workers who need to drive around the city can apply for the digital permit to their employer. It requires the same information as the regular worker’s permit.

Can I get around the city by taxi?

You can if you have a digital permit for your route. The taxi driver will check your permit using the Moscow Assistant app on their smartphone.

I ride a bike or a motor scooter. Do I need a permit?

Yes, you need to get a permit to get around the city on a bike or a motor scooter.

I need to go to another region. What should I do?

To go to another region, you need to have a one-time trip permit issued for other purposes. Make sure to check the trip rules in force in the destination region.

I am coming to Moscow from another region. Do I need a permit?

Yes, you have to get a permit.

I need to leave for a long time on a business trip or vacation, what should I do?

A forced extensive trip is a valid reason to leave your place of residence. To do this, you need to have a one-time trip permit for other purposes.

I need some food to buy, what should I do?

You can leave your home to buy food and other goods that are not restricted by the Moscow Mayor decree. Make sure to shop at the nearest open stores. If you walk to a store, you don't need to get a permit. If you want to go to a store by car or public transport, you must have a one-time trip for other purposes permit.

Do children need a digital permit?

Children under 14 do not need one. Older children have to apply for the digital permit.

Can I apply for a permit for my relative?

No, everyone must use their own account to apply for a permit.

Who is authorised to check digital permits?

You must present your digital permit to the authorities monitoring lockdown compliance.

Taxi drivers also have the right to check digital permits using the Moscow Assistant app on their smartphones.

I have got my digital permit. What am I to do with it to go out?

Download, write down or print the permit details to show it to the authorities supervising home isolation compliance. You can present your digital permit in any convenient way — both on your smartphone and on paper. You must also present the ID specified in the request.

How do officers check the details of my digital permit?

Officers enter your digital permit’s details in their service devices, and the system shows the permit's date and purpose, and its holder’s details. This information is checked against your ID’s details.

Can I leave my house without the digital permit?

If you walk around following the restrictions set by Moscow Mayor's Decree No. 12-УМ, you will not need a digital permit. If you go to work or take a car or public transport for personal purposes, you need a permit.

Going out without a digital permit entails a warning or a fine of RUB 1,000-30,000. The same act that caused harm to human health or property, or repeated commission of an offence, entails a fine of RUB 15,000-50,000.

Violation of self-isolation with the use of a vehicle entails a fine of RUB 5,000. Your car can be taken away by traffic police and moved to a special parking lot.

Are digital permits free?

It is free. Only frauds offer to buy the permit for money. Some frauds sell permits online. Please report them to law enforcement agencies.
