The draft federal law on renovation of housing will have a series of amendments that take into account the rights and interests of citizens, Mayor Sergei Sobyanin wrote on his VKontakte page. The amendments include a guarantee that the new flat will be provided in the same district, the interior quality will be better than a municipal one and assistance with moving will also be provided to those who need it. Those whose apartments are not privatised can either receive ownership for a new flat or continue paying rent.
The programme will be implemented in stages: residents of a few five-storey buildings will be relocated to a new building while the housing for others will be built on the site of the former five-storeys. The programme will include buildings where the majority of owners agree to relocate. It is possible to reject the participation in the programme at a common meeting of flat owners.
Muscovites can discuss the programme at meetings with the administrators in their areas. They can also ask any questions they have at information centres at their district councils.
In all, plans call for relocating about 1.6 million people from 7,900 buildings.
