The season of summer cafes in Moscow lasts seven months: from 1 April to 1 November. On 15 March, café owners begin preparing for the summer by installing terraces. These should be dismantled before 15 November.
The requirements for summer cafes are listed in Moscow Government Resolution No. 102-PP of 6 March 2015 “On the Placement of Seasonal (Summer) Cafes at Permanent Catering Facilities.” Fines apply if the resolution is violated. .
Every year, before the start of the spring-summer season, the State Real Estate Inspection and the Moscow Real Estate Control and Monitoring Centre carry out inspections. They also explain the rules concerning how a summer terrace should be arranged. For instance, there is no charge for spaces for seasonal cafes and no additional paperwork is needed. However, roof terraces are only allowed if the café has been included in the original plan with building permission, and also there must be full access to the roof area.
