Moscow leads the country in national purchases transparency rating for over four years running
Moscow has been in the lead since 2012.

Moscow is at the top of the national purchases transparency rating. It is followed by the Republic of Tatarstan and the Tambov Region. Viktor Simonenko, chairman of the rating’s organising committee, said on this score: “Moscow is an example of a highly skilled state purchaser. Having its own methods and experience in this area, it is focusing on polishing up its skills and testing practices that are innovative for many regions.”

Ordering customers were assessed by almost 50 indicators, the main of which were the average number of submitted applications, the average number of participants on the pre-qualification list and the ability to save money. Mr Simonenko said that Moscow is a customer with subordinate structures. “The city understands the difference between figures and real effects. Today Moscow has reached a high level and is helping these structures with consultations on its methods.”

The national purchases transparency rating is compiled by an independent research centre that specialises in the economic and legal analysis of the Russian market of state and corporate purchases. Experts analyse the performance of federal, regional, municipal, corporate and private clients. Observance of transparency standards and economic efficiency of purchases is the main indicator of their performance.

Last year, Moscow saved about 169 billion roubles on state purchases, which is 30.8 percent of the total purchase amount. Most of these budget funds – 109.2 billion roubles -- were saved at the planning stage. Expert assessment of starting prices, streamlining of project decisions in construction, and renunciation of luxury goods and services helped achieve this result.
