St. Petersburg, Kazan, Perm and Chelyabinsk were also among the leaders of the ranking among the largest cities of the country.

For the seventh time in a row, the capital has been named the leader in the City IQ ranking, the Russian index of urban digitalization. Moscow scored the maximum 260 points in the 2024 ranking. The results were presented by the Russian Ministry of Construction at the Cities of the Future development forum in Perm, which brought together representatives from federal and regional authorities, business and the IT community.

St. Petersburg, Kazan, Perm and Chelyabinsk were also among the leaders of the ranking among the largest cities of the country. This year’s index is calculated on 29 indicators related to 14 areas of urban development. In particular, achievements in the fields of housing and communal services, health care, education, transportation, entrepreneurship and others were taken into account.

“Moscow has been implementing technologies for all sectors of the urban economy for more than 10 years. The capital’s position at the top of the City IQ ranking for seven years in a row is the result of professional teamwork and an incentive to continue developing IT projects so that Moscow remains one of the smartest and most comfortable cities in the world,” said Dmitry Ontoev, Advisor to the Head of the Moscow Department of Information Technologies.

Experts noted the high level of digitalization in the fields of medicine: in the capital, all city polyclinics and inpatient clinics, as well as ambulance services, are connected to the unified medical information and analytical system (EMIAS), a key component of the unified digital healthcare platform. Dozens of digital services for doctors and patients have been created within the EMIAS. These included the first service offered by the system, to make an appointment with a doctor More and more often, citizens prefer to make their appointments online. For example, in 2024, the number of doctor’s appointments made online increased by nearly 13 percent compared to 2023. Residents can make an appointment at polyclinics online via the websites mos.ru and emias.info, or via the mobile applications https://www.mos.ru/city/projects/mosapps/EMIAS. The capital city continues to achieve high results in education thanks to the services of the Moscow Electronic School (MES), which are available to more than three million Moscow residents: over 1.2 million students, about 1.8 million parents and approximately 70,000 teachers. During the academic year, MES electronic services are accessed an average of more than 4.5 million times daily. The development of a digital platform, big data and technology advancements allow the city to implement cutting-edge solutions. These include artificial intelligence-based services and personalized recommendations, which make it possible to approach each child’s education individually, taking into account his or her needs.

In the field of construction, experts noted Moscow’s regional standard for living space and housing comfort. Since 2017, a renovation program has been implemented in the capital. More than 220,000 Moscow residents are moving or have already received fully-decorated new apartments in modern buildings. Since 2020, the mos.ru website has been running the comprehensive resource Moving Under the Renovation Program,” which provides Moscow residents with a set of electronic services, instructions and notifications related to relocation under the renovation program. The resource offers Moscow residents six services, one of the most popular of which, Help in Moving, has been used by more than 55,000 families since the beginning of the renovation program.

The development of the capital’s digital ecosystem based on the website of the Mayor and Government of Moscow was also highly appreciated by the experts. Today, more than 450 electronic services are available to residents on the mos.ru website. In total, residents of the capital have made use of mos.ru’s electronic services more than 5.1 billion times. The experts also noted the increasing use of the website by young users: the number of citizens aged 14 to 18 who have a confirmed account on mos.ru increased by 14 percent over the year.

Moscow’s achievements in the public transport sphere, in particular, the availability of an approved project for the development of electric charging infrastructure facilities for electric vehicles, were particularly noted by the experts. Up to 35,000 charging stations will be installed in the capital by 2030. Now there are already more than 17,000 electric cars in Moscow, and more than three thousand charging stations are located in different districts and neighborhoods of the city.

The Moscow Resident’s card, which for over 20 years has been helping residents to receive socially important services, concessionary travel on public transport, and discounts on goods and services from loyalty program partners, and also to use the city’s infrastructure, was highly appreciated. Since 2022, the issue of Moscow Resident’s cards has been automated: you can apply for a card online on the mos.ru website. About 80,000 applications are received monthly from residents. Moscow Resident’s holders can use online services that can be used to get information about the status of a valid card at any time or to check when it will be ready for collection. And residents can ask any questions about the card on the phone hotline by dialing +7 495 539-55-55 (voice assistant works round the clock) and in the official groups of Moscow Resident’s Card in the VKontakte and Odnoklassniki social networks. Pensioners, schoolchildren, students, members of large families and other special categories of citizens can get a Moscow Resident’s card. As of today, about five million people are cardholders.

The high level of service provided by the hotline of the unified service desk also helped Moscow to take the first place in the ranking. The hotline’s operators have taken more than 77 million calls since 2016. Specialists from the call center process citizens’ requests in respect of more than 300 types of problems in apartment buildings, stairways and surrounding territories. Up to 50 percent of the calls received by the hotline are handled independently by a voice assistant based on artificial intelligence.

The creation, development and operation of an e-government infrastructure, including the large-scale provision of socially important services and other services and forms of support in electronic form, correspond to the objectives of the Data Economy and Digital Transformation of the State national project and the Digital Public Administration regional project of Moscow government.
