Sergei Sobyanin talks about key municipal projects in Severny district

Severny district of Moscow is developing rapidly. Back in the day, it was a settlement of the Severnaya (Northern) water pump station that supplied water to Moscow from the Moskva-Volga Canal. Just a few thousand people lived there at that time.
In the last 12 years, its population doubled, reaching 54 thousand people. That was facilitated by solving a number of issues typical for localities beyond the Moscow Ring Road (MKAD). Sergei Sobyanin mentioned this in his blog.
Transport
“Back in the late 2000 s, when I used to get stuck in traffic jams at Dmitrovskoye Motorway, this area was a puzzle for me. Huge high-rise buildings and no prospects for improving the traffic. It seemed to me that people living there did not even expect that something could change. There was a lot of work to be done,” wrote the Moscow Mayor.

The section of Dmitrovskoye Motorway running through Severny, along with the MKAD junction, got reconstructed first. Then, Moscow Central Diameter 1 (MCD 1) was launched, cutting down the time between suburban trains to 5–7 minutes at rush hours.
The renovated Novodachnaya and Dolgoprudnaya stations are serving passengers now. Instead of old decrepit platforms, there are now modern urban stations with safe railway crossings, passenger lobbies with elevators, escalators, ticket offices and turnstiles. The surrounding areas have been landscaped so that both pedestrians and drivers have an easier time getting to the stations.
Metro will finally reach Severny this year. Three stations on Lyublinsko-Dmitrovskaya line: Yakhromskaya, Lianozovo and Fiztekh, are finishing construction.

They will make it much easier for Severny residents to reach downtown and other areas of Moscow. By switching to the Moscow Central Circle (MCC), MCD and other lines, they will be able to save up to 40 minutes of their time on travel a day. The trip to the nearest Big Circle Line (BCL) line, for instance, will be shortened by 1.5 times, to 24 minutes. MCD 1 Lianozovo station will be accessible three times faster: in 3 minutes instead of 10. The MCC will also become easier to reach: the travel time will be cut down by 2.5 times, from 35 minutes to 14.
Over 10 thousand passengers are expected to use Fiztekh station every day. They are mostly locals, students and staff of the Moscow Institute of Physics and Technology and the technopark workers. Forecasts say that by 2030, the station’s passenger throughput will grow to 12.3 thousand per day.
Several other projects also served to improve the area’s transport infrastructure. An alternate road to Dmitrovskoye Motorway built along the Savyolovsky branch tracks provided a convenient point of entry for residents of the new developments in Severny, along with comfortable access to Novodachnaya and Dolgoprudnaya stations. A road junction appeared at the crossing of Dmitrovskoye and Dolgoprudnenskoye Motorways. Building a road connecting Akademika Landau Boulevard and Dmitrovskoye Motorway is planned.
For pedestrians comfort and safety, as well as to speed up traffic, five underground and above-ground pedestrian crossings were built along Dmitrovskoye Motorway, including one close to number 150 a. Above-ground transport development brought in two new transport routes and 26 modern transport stops. The district also got 5 bike parking spaces capable of accommodating 48 bicycles.
Landscaping
Large areas in Severny are covered with greenery, and locals like to spend some healthy recreation time there. Some iconic places there were renovated, becoming more comfortable for walking, outdoor activities or relaxation. They include an urban park along the 3 rd Severnaya Liniya, a park near the recreation and sports center on the 3 rd Severnaya Liniya, areas around number 25/3 9 th Severnaya Liniya and near Prishvin Library No. 65.

Khlebnikovsky urban forest also got some new opportunities for outdoor recreation. Bolshoi Staromarkovsky and Zabolotye ponds have been cleared.

“This season, we are going to continue landscaping the Dolgiye Prudy park. The first stage of that effort was done in 2018. Residents love comfortable paths for walking, children’s playgrounds, areas for sports and culture. The stage area there will be able to accommodate music shows, creative meetings and other exciting events,” revealed Sergei Sobyanin.
A new large public space with recreation areas, tables for table tennis and a dog walking area will appear next to Fiztekh station on Dmitrovskoye Motorway. Akademika Landau Boulevard will get a workout area; Letchika Spirina Street-a modular skate park with a concrete pool.

Renovation program
The renovation program in Severny is completed. It covered four apartment houses. Over 1.9 thousand locals got modern apartments in new developments along Dolgoprudnaya Alley: numbers 14/1, 14/2, 15/2 and 15/3.

Social infrastructure
Severny has lots of young families with children, who need new kindergartens and schools. Eight education facilities have been built in the area in the recent years. They include a school at 16 Dolgoprudnaya Alley, kindergartens on Dmitrovskoye Motorway (numbers 169 a and 165 g) and Chelobityevskoye Motorway (number 4 b).
A polyclinic for children and adults opened at 165 d/7 Dmitrovskoye Motorway. Outfitted with the latest medical equipment, it is capable of serving up to 750 patients per shift. Emergency care got more accessible thanks to the new ER substation having been launched at 9 Arsyukova Street.
A new facility that will accommodate some important social institutions finished construction in 2021 at: 169 v Dmitrovskoye Motorway. A convenient location and lots of space made it possible to fit the Bibirevo territorial social service center (Severny branch), the Severny Moscow longevity center and the Dialog family center there.

A My Documents office has opened at number 12/6 Chelobityevskoye Motorway. There, tens of thousands of Muscovites can get public services in a comfortable and timely manner.
“The Severny modern pentathlon center is a new POI on the sports map of the area and the city in general. It features a general indoor arena and a gym, a 50 meters swimming pool, a dry swimming facility, a riding hall and shooting ranges, all equipped to the most modern standard. At Severny, almost one thousand athletes from Moscow practice modern pentathlon, shooting, archery, swimming, acrobatic rock’n’roll, triathlon and other sports,” pointed out the Moscow Mayor.
The facility is being used annually to organize city-wide championships and international modern pentathlon competitions. This year, it is to host 36 mass sports events. Severny is also open to any fans of swimming, track&field, shooting, acrobatic rock’n’roll and other sports. About two thousand people, mostly locals, come there to play sports on the regular now.

In winter, the facility offers two artificial ice skating rinks on Chelobityevskoye Motorway (property 2 and number 14/3). Both feature roofs overhead, heated locker rooms and skates rent offices.
The Severny culture center has opened after an overhaul. The historical facility built over 70 years ago in the Stalinist Empire style got its main and park entrance restored, façades straightened out, windows and doors replaced and all the interiors renovated.

The culture center features a movie and music theater, dancing classes, arts classes for children, make-up rooms, office and service facilities. The main culture space in the area welcomes local residents to music and stage shows, hobbyist and sports clubs once again.
Kalinnikov Children’s Arts School (2 7 th Severnaya Liniya) and Prishvin Library No. 65 (1 6 th Severnaya Liniya) are going through repairs this year.
Fiztekhpark
Fiztekhpark is one of the leading technoparks in Moscow and Severny district innovation hub. It is located on Dolgoprudnenskoye Motorway. The technopark specializes in information technologies, electronics and instrument engineering. 94 companies employing over a thousand people are localized there.
Its key residents include Cyberprotect company developing software for data protection, backup copying and virtual, cloud and physical environment restoration, Integrant company focused on expertise in robotics, machine vision and machine learning and Moscow Programmer School, the leading education institution for software programming, robotics and information security. School students of classes 3 to 10 study there, both offline and online.

The technopark is in tight contact with the Moscow Institute of Physics and Technology. MIPT students are getting internships in resident companies; many go on to get jobs there.
Reorganization of poorly used areas
A poorly used area at the intersection of Dmitrovskoye and Dolgoprudnenskoye Motorways are going to be reorganized in Severny district. It is now occupied by an unfinished construction project. Under the comprehensive area development project, it will be replaced by a technopark, a recreation and sports center, offices and other public and business facilities. Plans include building over 146 thousand square meters of real estate and creating about three thousand new jobs.
“Severny district is so far away, yet so near. It is getting more attractive with each passing year,” concluded Sergei Sobyanin.
