Sergei Sobyanin approves the establishment of technoparks in the field of video content production and infrastructure for pharmaceutical companies

The technopark status makes companies eligible for benefits on income, land and property tax, as well as reduced rental rate.

The technopark status has been granted to two more large scientific and innovative centers in the field of television and video content production on the premises of Ostankino television center and in the field of medical technology and pharmaceuticals at the Mosmedpark site. In addition, Innovative Card Technologies, a manufacturer of plastic smart cards, has been honored with the status of an anchor resident of Kalibr Technopark. Sergei Sobyanin posted this on his telegram channel.

“Currently, there are 51 technoparks in the Russian capital, including seven under construction. They host more than 2,200 companies and create more than 72,000 jobs. Technoparks have been growing and developing in Moscow for 10 years, and we are providing them with various benefits,” wrote the Moscow Mayor.

The technopark status makes companies eligible for benefits on income, land and property tax, as well as reduced rental rate. In total, these benefits reduce the burden of regional taxes by up to 25 per cent.

The anchor resident status allows companies to pay a reduced local income tax: 13.5 instead of 17 per cent.

Ostankino Technopark

Ostankino Technopark is located on the premises of the largest television center in Russia at 12 Akademika Koroleva Street. The area of the land plot occupied by the technopark is 10.5 hectares, the area of premises is 213,000 square meters, including 22 filming pavilions, control rooms, editorial offices and offices of television companies.

The high-tech center specializes in the development and production of a variety of television and video content for major domestic television channels and media platforms. The technopark hosts 78 companies employing over 2,000 people. Key residents include Channel One, NTV, Match TV, Public Television of Russia, Krasny Kvadrat, VGTRK and others.

The development plan of the technopark includes the purchase of modern equipment for studio and outdoor filming, the creation of backup systems for technological paths based on domestic equipment and software, upgrading equipment and studio hardware. Investments for these purposes will amount to about 1.4 billion rubles.

Mosmedpark Technopark

Mosmedpark Technopark is located in the Pechatniki district (land plot 34/2 1 st Kuryanovskaya Street) e. The area of the land plot occupied by the technopark is 1.8 hectares, the area of premises is 16,200 square mters.

The technopark is aimed at providing innovative infrastructure and services for pharmaceutical companies and manufacturers of medical devices, enabling a full cycle of new product development from prototyping to clinical trials, registration and production.

The technopark hosts 33 companies employing about 340 people. The key residents include:

- HEM Ltd. (established in 1988 on the premises of the Hematological Research Center) produces over 3,000 items of consumables for laboratory medicine;

- Amplitech LLC (established in 2017) develops and produces reagent kits for laboratory research, including the polymerase chain reaction method;

- Sistema BioTech LLC (established in 2018) is an innovative biotechnological laboratory providing a full cycle of research from DNA sequencing to the creation of an active molecule.

The development plan of the technopark includes the renovation of buildings and premises, upgrading engineering infrastructure, and landscaping. Investments for these purposes will amount to 300 million rubles until 2025.

Innovative Card Technologies in Kalibr Technopark

Established in 2002, Innovative Card Technologies (Intechcard) specializes in the production and personalization of smart plastic cards, including credit and debit bank cards, travel and student cards, loyalty cards, and more.

During the production process, the company performs such operations as applying protective elements of the card, forming a cavity for inserting the module, implanting the module, filling in the personal key, and personalizing smart cards.

The area occupied by the company in Kalibr Technopark is 2,000 square meters: these are two production workshops, administrative premises and a laboratory that allows specialists to check the strength and radio frequency characteristics of smart cards.

Intechcard employs 66 people. Their clients are major Russian banks and banks of other CIS countries. The company is certified by Mir, China Union Pay International, Visa, MasterCard payment systems.

Kalibr Technopark where the enterprise is an anchor resident, is located in the Ostankino district at 9/17 Godovikova Street. The technopark focuses on instrument engineering, additive technologies, unmanned and electric vehicles, hydrogen energy, telecommunication technology, creative industries, and medical research.

Currently, there are 51 technoparks in Moscow (including seven investment priority projects for the development of technoparks). More than 2,200 companies operate on these sites; over 72,000 jobs have been created.

The anchor resident status of the technopark was granted to 20 high-tech companies.

Since 2016, investments in the development of Moscow technoparks have exceeded 80 billion rubles. More than nine rubles of private investment account for one ruble of tax breaks.
