Moscow’s Public Service Center Network Turns 15

The Presidium of the Moscow Government reviewed a report by Deputy Moscow Mayor for Social Development Anastasia Rakova on the development of the My Documents public service center network. Following the discussion, Sergei Sobyanin approved plans for the further development of My Documents centers in the near future, including:
— opening a My Documents flagship office for the North-Eastern Administrative District at VDNKh;
— renovating and improving existing My Documents district centers;
— further improving the quality and reducing the processing time of state and municipal services, as well as developing related services;
— continuing efforts to improve the quality and reduce the processing time of state and municipal services.
During the meeting, the Moscow Mayor congratulated My Documents employees on the 15 th anniversary of the capital’s public service centers.
15 Years Since the First Public Service Center Opened
The first My Documents public service center opened in the Lefortovo District in 2011. Today, the capital offers 139 centers, including eight district flagship offices and the Public Services Palace at VDNKh. Around 6,000 service counters are open to visitors. The centers employ more than 9,000 people. My Documents centers have replaced more than 1,200 reception offices operated by various government authorities.
In 2014, Sergei Sobyanin approved the Moscow Public Service Standard, which was supplemented by the Sincere Service project in 2017.
In their day-to-day work, My Documents employees do more than simply resolve issues for Moscow residents: they strive to take an individual approach to every visitor. They aim to go slightly beyond what regulations require so that visitors leave with their issue resolved and in a good mood. Sincere Service is a hallmark of Moscow’s public service centers. Its core is the “people first” principle.
My Documents employees are trained at the Sincere Service Academy educational center. The Academy also actively shares its practices, including tools for maintaining high service standards, staff development methods, and approaches to building a corporate culture centered on attentive service for visitors.
Every My Documents center offers the same range of visitor-friendly services. The offices are adapted to ensure comfortable access for people with limited mobility, while special play areas are provided for children. Modern diagnostic stations are available at 82 public service centers, offering quick health screenings. These screenings are now part of the Moscow Checkup program.
At public service centers, visitors can have ID photos taken, charge electronic devices, print or photocopy documents, pay state fees, and make other payments using terminals in the service hall or at a service counter. There are also book exchange areas where visitors can leave a book and take another one they like, read in comfortable surroundings, and browse the latest listings of city events.

Since 2011, the number of services available has increased from 100 to more than 260. Almost all of them can be obtained at any center regardless of the applicant’s place of residence.
The most popular services since the beginning of 2026 have been:
— access to personal accounts on government service portals and mos.ru (more than 1.7 million requests);
— issuance of social cards (more than 760,000);
— state cadastral registration and/or registration of property rights (more than 520,000);
— residence registration for Russian citizens (more than 480,000).

My Documents centers continue to expand the range of services they provide, gradually covering more and more aspects of residents’ everyday lives. Since October 13, 2025, a number of guardianship and trusteeship services have been available at public service centers in the Matushkino and Severnoye Medvedkovo districts. These include preliminary authorization for property-related transactions and the management of income belonging to minors, legally incapacitated adults, or adults with limited legal capacity, including income generated through the management of their property. Previously, these services were available at flagship offices and the additional public service center for the Kommunarka District.
Since February 2026, participants in the special military operation and their family members have been able to receive a comprehensive service tailored to their circumstances, including information on 158 services and social support measures, and to submit applications for some of them. Members of this group are served at a dedicated counter. Video consultations are also available to them.

In addition, since February 2026, around 2,400 service counter employees and administrators at public service centers have undergone training at the Sincere Service Academy on procedures for assisting participants in the special military operation and their families, enabling targeted support and prompt resolution of issues faced by these applicants.
Flagship Offices and the Public Services Palace at VDNKh
Moscow currently has eight district flagship offices: in the Central Administrative District (Afimall City shopping and entertainment center in Moscow City), Southwestern Administrative District (Spektr shopping and entertainment center on Novoyasenevsky Prospekt), Southern Administrative District (Columbus shopping and entertainment center on Kirovogradskaya Street), Eastern Administrative District (Shchyolkovsky shopping and entertainment center on Shchyolkovskoye Motorway), Southeastern Administrative District (Gorod shopping and entertainment center on Ryazansky Prospekt), Northern Administrative District (Metropolis shopping center on Leningradskoye Motorway), North-Western Administrative District (Kaleidoscope shopping and entertainment center on Skhodnenskaya Street), and Western Administrative District (Kuntsevo Plaza shopping and entertainment center on Yartsevskaya Street), as well as the Public Services Palace.
In July 2026, Sergei Sobyanin approved the creation of a ninth flagship office, which will open in the North-Eastern Administrative District at VDNKh (119 Prospekt Mira, Building 46). It will also serve as the public service center for residents of the Ostankinsky District.
In addition to the standard range of public services, visitors to flagship offices can access additional and specialized services, including:
— vehicle registration;
— same-day issuance of driving licenses;
— issuance of international passports for children under 14 within 24 hours;
— services provided by the Small Business of Moscow State Budgetary Institution;
— legalization of Russian and foreign official documents drawn up by officials of diplomatic missions or consular offices of foreign states in the Russian Federation;
— entry into the Unified State Register of Civil Status Records of information contained in documents issued by competent authorities of foreign states;
— certification of the authenticity of a notary’s signature and seal for the legalization of documents submitted by individuals and legal entities to competent authorities of foreign states;
— affixing apostilles to Russian official documents intended for use outside the Russian Federation;
— selected services of the Social Fund of Russia;
— ceremonial presentation of Russian citizen passports to citizens who have reached the age of 14.
Flagship offices also offer the My Travels tourist bureau (except in the Northern and Southwestern administrative districts) and the My Photo studio, as well as services at My Notary (in the Western, Southeastern, and Southwestern administrative districts) and My Cafe (in the Southeastern and Southern administrative districts).

The offices also host exhibitions dedicated to outstanding figures in Russian culture. The exhibitions featured Korney Chukovsky in 2022, Vladimir Mayakovsky in 2023, Arkady Gaidar in 2024, Konstantin Simonov and Alexander Tvardovsky in 2025, and Dmitri Shostakovich in 2026.
At the Public Services Palace at VDNKh, visitors can explore a museum and exhibition complex dedicated to the history of civil service. Guests can have their photo taken in a historic civil servant’s costume and try working with a typewriter and an abacus. They can also create personalized souvenir documents, including an old-style certificate of commendation for faithful service to the tsar, a graduation certificate from the Imperial Lyceum, a certificate of merit, a craftsman’s certificate, and much more.
Issuing Birth Certificates at Maternity Hospitals
Since 2018, Moscow residents have been able to obtain a birth certificate at the maternity hospital before being discharged. Dedicated public service center offices have been opened for this purpose at 18 Moscow maternity hospitals.
Digital Literacy Courses
Every Thursday, My Documents specialists hold digital literacy courses for Moscow residents over the age of 55 at 111 Moscow Longevity centers. The aim is to help them develop computer skills so they can independently request and receive public services online through mos.ru.
Electronic service areas are also available at Moscow Longevity centers, just as they are at My Documents offices, allowing visitors to access services online. On the first and third Wednesday of each month, heads of public service centers give lectures on popular public services and answer residents’ questions. Every Tuesday, employees of My Documents offices provide consultations on housing and utility matters for older Moscow residents at 66 Moscow Longevity centers, helping them understand bills, check charges, and correct information where necessary.
Digital literacy courses for residents under 55 are held at nine My Documents offices across different administrative districts of the capital. More than 15,000 people have completed the training.

Moscow — with Respect for History
The Moscow — with Respect for History project was launched in April 2019. Its goal is to preserve the memory of the heroes of the Great Patriotic War. Anyone can donate family heirlooms through public service centers to the Moscow Main Archive for permanent preservation. More than 21,000 wartime documents and objects have been collected through the project to date.
The collected stories and materials formed the basis of an exhibition displayed at 30 public service centers and available online on the Moscow Main Archive website.
Ahead of Victory Day in 2020, the Moscow — with Respect for History virtual museum of the Moscow Main Archive and public service centers opened. It features digitized copies of letters, photographs, images of medals and decorations, household items, and clothing. The museum also features documentary videos, interactive maps, periodicals with news reports, and much more.
On May 17, 2021, the second stage of the project, Moscow Photo Chronicle, was launched. As part of the initiative, residents can submit photographic film from family archives through public service centers for permanent preservation at the Moscow Main Archive, documenting the history of the capital and the lives of Moscow residents from the 20 th century through the 2000s.
On September 2, 2021, the Faces of Victory project, implemented jointly with the Victory Museum, was launched at public service centers. Anyone, regardless of their country of residence, can commemorate the achievements of their relatives and contribute to preserving the memory of the generation of heroes. The Victory Museum has created a multimedia exhibition where visitors can search for a portrait of their ancestor.
In 2025, a series of exhibitions at public service centers was dedicated to the 80 th anniversary of Victory in the Great Patriotic War. The exhibitions featured a unique collection of propaganda posters added to the Moscow Main Archive’s holdings early that year.

My Documents — Caring for Your Health
Modern diagnostic stations are available at 82 public service centers. They provide quick, free health screenings, personalized recommendations on nutrition and physical activity, and, where necessary, the option to make a doctor’s appointment. Moscow residents have used them for more than 850,000 health checks.
Diagnostic robots operate at all eight flagship offices, measuring body temperature, blood glucose and oxygen levels, blood pressure and pulse, as well as lung capacity.
Since June 2025, 13 public service centers have been equipped with new Russian-made diagnostic stations running on domestically developed software. The stations are compact and designed to withstand intensive use while providing highly accurate measurements.
In summer 2026, bioelectrical impedance analysis at public service centers was added to the Moscow Checkup program.

Sports Weekends
The Sports Weekends project, run by public service centers and the Moscow Department of Sport, was launched in August 2020. It offers free classes and training sessions at unique venues across the capital for anyone aged 18 and over. Guided by qualified instructors, residents can learn the basics of yoga, take part in functional and dance workouts, and try popular sports. Sports Weekends is also available online through VKontakte and Max social media and on the Rutube platform.
During the 2026 summer season, more than 83,000 people joined in-person training sessions across 57 venues.

In addition to the in-person sessions, new online morning exercise and meditation sessions featuring well-known guests are available at 7:00 a. m. on weekdays, along with fitrock, martial arts-inspired fitness workouts, and dance warm-ups. They can be accessed on VKontakte, Max, and Rutube. Recordings of meditation sessions and workouts in various sports are also available there. All broadcasts are saved and can be watched at any convenient time. Since the project was launched, they have been viewed more than two million times.
