This will make it possible to maintain the availability of investment funding for industry and to continue with the implementation of priority projects to ensure the country’s technological leadership.

Thanks to financial support measures, Moscow enterprises have attracted about 300 billion rubles for the development of production facilities. Sergei Sobyanin wrote about this subject in a post on his channel on the messenger MAX.

“Over the four years of the investment loan interest compensation program, the Moscow Industry and Entrepreneurship Support Fund has provided assistance to more than 170 companies. More than 1,600 units of equipment have been purchased using the funds provided under the program, more than 2.6 million square meters of production areas are currently under construction, and by 2030 some 50,000 new high-paid jobs will be created,” Sergei Sobyanin wrote.

Sergei Sobyanin has instructed the city administration to continue to provide the range of financial support measures for industrial enterprises operating in sectors playing a key role in Moscow’s economy in 2026. In addition, the Moscow Industry and Entrepreneurship Support Fund will launch a financial support program to develop a network of charging stations for electric vehicles.

Compensation of loan interest for industry

The Moscow City Government first approved the program for compensation of interest on investment loans for the capital’s industrial sector back in 2022.

The funds received under this program can be used by companies to purchase new equipment, build production infrastructure, implement high-tech projects and acquire intellectual property (IP) rights.

To become a participant of the program, enterprises need to enter into a loan agreement and then apply to the Moscow Industry and Entrepreneurship Support Fund. If the application is approved, the Fund and the enterprise enter into a financial support agreement, under which part of the loan interest costs will be compensated. After that, depending on the timing of the interest write-off payments, the necessary amounts are transferred to the company’s accounts in the bank providing the loan.

In 2025, the maximum size of the investment loan was increased from three to five billion rubles and the term from three to five years. Where investment loans are taken out for production development purposes, the interest rate subject to compensation is 50 percent of the Bank of Russia base rate.

Over the four years of the program, Moscow companies have attracted about 300 billion rubles in investment loans, about 80 percent of which were used for the construction of industrial infrastructure. The remaining 20 percent was invested in the purchase of new equipment, acquisition of IP rights (e. g., solutions for production automation), and the technological connection of industrial facilities to city networks.

Over 184,000 square meters of industrial space have already been built. Among them are a production complex with an area of more than 13,000 square meters (1 st Kraskovsky proezd, site 38a) for Felix, a producer of furniture products, a plant for the production of aerated concrete blocks with an area of more than 21,000 square meters (Zelenograd, 5,500 th proezd, land plot No. 4/2) for Tetradom LLC, and an industrial complex for production of radiation control equipment with an area of 13,000 square meters (4 Uitsa Akademika Valieva, Zelenograd) for Doza SPE.

In addition, a pharmaceuticals production plant with an area of more than 33,700 square meters, for Velpharm-M and a pharmaceuticals production with an area of about 30,600 square meters for R-Opra have been built on the Alabushevo site of the Moscow Technopolis special economic zone.

An automotive components production complex with an area of 36,500 square meters (Stupinskiy proezd, building 2) has been constructed for Alfa Avtomativ Technolozhiz LLC and a facility with an area of 25,000 square meters (1b, Quarter 63, building 8, Vnukovo) has been constructed for Spelyie Frukty LLC, an entity engaged in fruit ripening activities.

Projects implemented with the support of the Fund

In 2025, 18 industrial projects continue to be implemented with the assistance of the Moscow Industry and Entrepreneurship Support Fund. These will create over 2,300 jobs.

Projects supported by the fund include:

— the construction of a robotized plant for the production of extra-large residential modules in Vnukovo district (Moscow Technopolis SEZ, Tolstopaltsevo site);

— the launch of radio electronics production by Neoros LLC with a focus on production of next-generation optoelectronic devices (Moscow Technopolis SEZ, Pechatniki site);

— the establishment of a complex for the production of tripods for X-ray diagnostic devices, for S.P. Gelpik LLC;

— the launch of new production lines for the manufacture of automation systems, switchgear for power plants, products for data centers and the renewable energy sector, for Parus Electro LLC;

— the technical upgrade of a training equipment production site at Nex-T LLC (Moscow Technopolis SEZ, Pechatniki site), for Nex T LLC;

— the purchase and commissioning of high-tech equipment to increase the production capacity of bakery products at the Cheremushki confectionery and bakery plant;

— the purchase of new equipment and localization of spice and tea production by Ecom Company LLC (Senkino Industrial Technopark);

— the procurement of equipment for the production of automotive electronics by Itelma NPP, including a universal body electronics unit, ERA-Glonass unit and engine management system controller;

— the modernization of a meat and poultry products facility for the Rublyovsky meat processing plant;

— the launch of production of printed circuit boards for computer equipment by Intekhpro LLC;

— the launch of production of medical compression products by Elastic Technologies LLC;

— the launch of an automated production line for the manufacture of radio-electronic components for telecommunications equipment, for Exara LLC.

In addition, with the help of the fund, Plasma-Next, a resident of Moscow Technopolis SEZ, raised funds for the construction of a high-tech facility to produce preparations from human blood plasma, including albumin and immunoglobulin. These are used to treat patients with chronic diseases and are also used in surgical procedures.

Another resident of Moscow Technopolis SEZ, Artsellens, will build an enterprise for the production of biosimilar drugs for the treatment of oncological and autoimmune diseases using funds raised with the support of the city.

Svoboda Factory, a manufacturer of cosmetic products, has attracted investment to complete the construction of an industrial complex with an area of over 23,500 square meters in the north-east of Moscow. The company will produce up to 400 different cosmetics products. And integrated circuit manufacturer Mikron JSC is completing the construction of its own boiler house to provide first category heat supply for its microelectronics production operations. As a result, three boilers totaling 18 megawatts will be operational by early 2026.

Leasing of industrial equipment

With the help of the Moscow Industry and Entrepreneurship Support Fund, Moscow manufacturers can claim compensation of part of the cost of payments under industrial equipment leasing agreements. Small- and medium-sized enterprises that modernize their production operations or begin to produce new types of products can participate in the program. The support is provided by the city for a period of three years, up to a maximum amount of 300 million rubles. The enterprises are subsequently required to buy back the equipment acquired under the leasing agreement.

Since the start of the program, 16 companies have received assistance in equipment leasing, attracting a total of almost 2.2 billion rubles in funding.

Development of sports infrastructure

Since July 2024, the financial support program has been available to investors developing sports infrastructure. These may include soccer arenas, indoor skating rinks and tennis courts, swimming pools, sports complexes with multipurpose halls and other facilities for sports and physical education. The interest rate on investment loans attracted for the purpose of creating sports facilities is three percent, the maximum loan amount is 500 million rubles, and the support period is up to three years.

Since the beginning of the program, investors developing sports infrastructure have been able to attract over five billion rubles. 10 sports facilities with a total area of more than 110,000 square meters have already been put into operation. In addition, nine more facilities with a total area of over 60,000 square meters are under construction.

Development of a charging network for electric vehicles

From 2026, through the Moscow Fund for Support of Industry and Entrepreneurship, private investors will be able to receive compensation for up to 50 percent of the costs of connecting electric vehicle charging stations (ESCs) to city networks, up to a maximum of two million rubles per ESC.

With the city’s support, private investors are expected to install at least 685 fast ECSs in 2026 and 2027.
