Sergei Sobyanin: Large-scale renewal of infrastructure is a priority in the development of education

814.6 billion rubles will be allocated to education in Moscow in 2026. A major upgrade of education infrastructure is a priority. Sergei Sobyanin wrote about this in a post on his channel on the messenger MAX.
“We are implementing a unique project, My School. Outdated school buildings are being transformed into new educational complexes with well thought-out learning spaces, superb technological capabilities and latest-generation equipment. In 2026–2028, we will build 195 educational facilities, with some of the funding coming from investors. The construction of seven flagship colleges will begin, and three of these will be completed by the end of 2028,” wrote the Mayor of Moscow.

The city plans to allocate 450 billion rubles, including more than 155 billion rubles from investors’ funds, to modernize the facilities and equipment of educational organizations (including construction, capital and ongoing repairs and purchase of equipment) next year.
The implementation of the unique My School project will continue over the next three years. In 2025, 51 schools have already opened their doors after a reconstruction.
In 2026–2028, it is planned that 195 educational facilities will be built, with 36 financed from the city budget and the remainder from other sources.
Construction work will begin on a number of major education facilities, including seven flagship colleges, three of which will be completed by the end of 2028. In these colleges, students will be able to get training in much-needed professions.
As a result of the large-scale development of the educational infrastructure planned in the coming three years, modern and comfortable conditions will be created for the childcare and teaching of 338,000 Moscow children in kindergartens and schools. This is 3.7 times higher than the figure for the renewal of educational infrastructure in previous years (30,800 thousand places on average in the years 2020–2025).
The project to develop pre-professional classes will continue in Moscow schools. The aim of this project is to ensure continuity between school, secondary vocational and higher education. Today, in Moscow schools, such classes are being taught in six areas: engineering, medicine, psychology and pedagogy, entrepreneurship, IT and the media professions. These subject areas cover the sectors in the city’s economy with the greatest need of qualified personnel.

The modernization of the secondary vocational education system in Moscow, which started in 2023, is bringing in the intended results. For the 2025/2026 academic year, admission to city colleges has been significantly increased, including through cooperation with federal universities and private educational organizations that include colleges in their structure. The measures taken make it possible to fully meet the demand for secondary vocational education for ninth grade school leavers and other categories of young people and adult citizens.
In 2026, close cooperation between educational institutions and employers will continue, as will the implementation of educational programs with a focus on practical training and the use of modern approaches to training, which will then help those completing the training to safely integrate into the professional environment.
Special attention is paid to improving colleges’ facilities and equipment. The priority is to equip laboratories and workshops with modern equipment of the same type as used in the city’s enterprises. By the end of 2027 it is planned that more than two thousand workshops will have been renewed. In addition, three college buildings with a total area of 50,000 square meters will be overhauled. In these facilities, specialists will be trained in the field of motor vehicle repair and in the finance and digital media industries.

Grant support and expansion of additional education opportunities
The provision of grant support for educational organizations will continue. City grants will be awarded for high results in education and the development of pre-professional education, and also for the effective provision of career guidance training to students. A total of 6.3 billion rubles will be allocated for providing grant support to educational organizations achieving high results in 2026.
In 2026, Moscow will continue to expand opportunities for additional education. Special emphasis is being placed on patriotic education. It has been decided to continue the development of a project for the creation of sports and patriotic camps, which was launched in the summer of 2025 jointly with the Russian Ministry of Defense and the Russian Ministry of Emergency Situations. Almost five thousand schoolchildren attended three such camps: Zhukov, held at the Alabino training ground, Rokossovsky, held at Patriot Park, and Vasilevsky, held in the Noginsk Rescue Center of the Ministry of Emergency Situations. There are plans to open seven more new-format sports and patriotic camps, in which children will be trained in the basics of engineering and tactics, learn about the basics of topography and fire and rescue work, learn to provide first aid and to navigate wild terrain. For these purposes, 3.9 billion rubles have been budgeted in 2026.
The development of the Moscow Electronic School (MES), one of the world’s largest AI-supported educational systems, will continue. Schoolchildren will be able to improve their knowledge thanks to physics and computer science simulators via the Digital Teacher service, teachers will be able to use an AI-based chatbot, and high school students will benefit from personalized career guidance recommendations in the Student Portfolio section of the MES. In addition, the MES system is being further upgraded to take into account the specific features and goals of secondary vocational education.
