Sergei Sobyanin: A national video surveillance standard for urban applications has been approved
It defines the technical requirements for cameras and their locations, as well as the rules for collecting information on violations.

To ensure the safety and comfort of Moscow residents and visitors, video surveillance is actively used. Sergei Sobyanin gave more details in a post on his Telegram channel.

“The cameras are used to monitor compliance with the rules governing construction, trade, land use and the provision of services in the sphere of housing and public utilities and urban landscaping. Video surveillance helps to monitor the performance of work throughout the city without the need for specialists to personally travel to the site. As a result, actions that used to take hours can now be completed in minutes. This means that the city’s services can be informed of violations sooner and eliminate them more quickly, making the city even cleaner and more comfortable,” wrote the Mayor of Moscow.

The Moscow video surveillance system is a benchmark for many Russian cities that want to adopt best practices in the use of video cameras to deal with problems.

In order for other regions of the country to benefit from practices applied in the capital, on Moscow’s initiative a national standard of video surveillance for solving urban problems has been approved, setting out a mechanism for the automatic recording of violations. The standard incorporates the City’s accumulated experience in more than 10 years of using video surveillance.

It includes unified technical requirements for cameras, their placement and the characteristics that determine their resistance to adverse weather and level of protection. It also establishes how data on the timing and coordinates of identified observations should be collected to ensure they are as objective as possible. This will help in resolving disputes between city services and contractors.

The implementation of the standard will improve the effectiveness of monitoring activities across the country. Still more important, however, are the main results: cleaner, more pleasant streets and buildings and roads constructed in full compliance with the applicable regulations.
