Sergei Sobyanin: Implementation of 220 large-scale investment projects was completed in Moscow

The capital will continue to help investors who build transportation hubs, hotels, sports, medical and other facilities as part of large-scale investment projects (LSIPs). Following the discussion of the issue of large-scale investment projects implementation at the meeting of the Presidium of the Moscow City Government, Sergei Sobyanin instructed to continue supporting investors.
In addition, it was decided to expand support for investors building industrial facilities — the coefficient for calculating the benefit under the incentive program for the creation of employment areas (EAs) for them was increased from 0.7 to 0.8.
The increased incentive is expected to attract additional investments in the development of scientific and production potential and increase the number of high-paying jobs created at new enterprises in the city.
Since 2016, entrepreneurs implementing large-scale investment projects have been leasing land plots, while the city has been receiving new jobs and additional tax revenues to the budget. The most favorable conditions are in place for investors ready to open new production facilities in Moscow: from March 2022, the rental rate for them is only one ruble per plot per year.
Given the high demand from investors, bidding for the right to conclude an agreement to implement LS IPs was announced for the first time in 2024. This means that the winner receives a pre-prepared plot and there is no need to spend time on administrative procedures. Under the first agreement, the developer Hutton will build an industrial technopark in Novokosino. It will be located at: Saltykovskaya Street, property 24. Its area will be 14,000 square meters.
“Since 2016, more than 1,100 hectares of land have been transferred to investors under LS IPs. Modern production facilities, technology parks, schools, sports complexes and medical centers are appearing in these territories. A total of 13 million square meters of real estate will be built. About 60,000 new jobs will appear at industrial facilities alone,” Sergei Sobyanin told in his Telegram channel.

Implementation of 220 LS IPs has already been completed in Moscow. Four million square meters of real estate have been built. Seven new industrial facilities were put into operation, where about four thousand jobs were created. Thus, in the industrial technopark Stroitelny (9 Vyborgskaya Street) about 1,500 jobs were created, in the production complex for the manufacture of automotive components Alfa Avtomativ Technologies LLC (Stupinsky proezd, property 1) 360 jobs were created. The food industry production complex — the meat processing plant of Elitgroup Invest (Novoorlovskaya Street, property 3, building 6) can offer 500 jobs, and the production complex of Cherkizovsky Meat Processing Plant (Permskaya Street, possession 5, land plot No. 1) has created 20 jobs.
500 jobs were created within the first stage of the plant for the production of large-size building modules (Integrated Plant of Innovative Technologies — Monarch LLC). The building is located in the Vnukovo district of the Prefecture of Troitsky and Novomoskovsky Administrative Districts (TINAO) (experimental and production farm Tolstopaltsevo). In addition, 85 jobs were created in a new shop for the production of high-speed elevators of JSC MEL (2 nd Irtyshsky proezd, property 11) and about 460 jobs — in the engineering center as part of the enterprise for the production of automotive components (Itelma Group). It is located at: 1 st Nagatinsky proezd, property 10.
As part of large-scale investment projects, an ice palace was built in the Mnevnikovskaya floodplain. This includes an arena measuring 60 by 26 meters with 2,025 seats, a training ice arena, and a throwing hall for hockey players, a universal gym for basketball, volleyball and indoor soccer, courts for padel tennis and martial arts, two choreography halls, a gym and a relaxation area. A shopping and office center near the Botanichesky Garden city station has also appeared — more than 100 brand stores, cafes and other service points will be opened there. In addition, this number includes the Olympic Reserve Sports School No. 64 Nika in the Tekstilshchiki district, a sports complex in Bibirevo, an ice arena in Kurkino, a sports complex with a swimming pool Ramenki and others.
Another 334 projects are underway. Now more than 200 industrial and commercial facilities, over 30 sports complexes, 65 schools, and kindergartens, medical and other social facilities are being built in the capital.







This year, it is planned to complete the construction of 15 industrial facilities. About 5,500 new jobs will be created there. These facilities include the following ones:
- industrial complex for the production of pharmaceuticals of Pharmstandard JSC (Severny district, one thousand jobs);
- facade plant of Integrated Plant of Innovative Technologies — Monarch LLC (Vnukovo, 112 jobs);
- a complex for the production of X-ray equipment by S.P. Gelpik (Zyuzino, 50 jobs);
- industrial technopark to accommodate high-tech production facilities of JSC Am Linden (Lyublino, 260 jobs);
- production of ready-mix concrete of Alfa LLC (Kapotnya, 110 jobs);
- three enterprises for the production of construction products of NW FSK North LLC (Savelki, about 500 jobs);
- food production of Tuan LLC (Ochakovo-Matveevskoye, about 500 jobs);
- food production of Ryabinovaya, 44 LLC (Ochakovo-Matveevskoye, 310 jobs);
- the second stage of the food production facility of Elitgroup Invest Production Company LLC (Novo-Peredelkino, 300 jobs);
- production of veterinary products by Binomedvetservis LLC (Cheryomushki, 200 jobs);
- production of furniture products by Ilkon LLC (Kosino-Ukhtomsky district, 135 jobs);
- industrial facility in the territory of the Lianozovsky Dairy Plant (Dmitrovsky district, seven jobs).
In addition, a robotic plant for the production of extra-large modules in the Vnukovo area is in the final stages of construction. There will be two thousand jobs there.
Between 2026 and 2030, it is planned to put nine million square meters of real estate into operation. About a third of this volume will be industrial facilities, which will create tens of thousands of new jobs. Among them are an industrial complex to accommodate the production of Spetskabel enterprise (Metrogorodok, over 300 jobs) and a complex for the production of medicines by FSUE Moscow Endocrine Plant (Nizhny Novgorod district, over 260 jobs).
Alexander Ovechkin International Hockey Academy is being built in the Mnevnikovskaya floodplain as part of the LS IPs. Plots have already been allocated for a tennis center, a training complex for soccer, hockey, gymnastics and martial arts. In Ramenki it is planned to build two multifunctional medical centers — they will be equipped with the latest equipment, and the staff will use the most modern technologies. In addition, a musical theater will appear in the Hermitage Garden on the site of the former building of the Shchukinsky stage.
Large-scale investment projects have become one of the key tools for the development of Moscow’s industrial, sports and social infrastructure. Their implementation provides the city residents with new jobs and demanded services, increases tax revenues of the budget.
