Sergei Sobyanin announces plans for Moscow road construction in 2024

2023 was a breakthrough year for the program to develop a new road system in Moscow. Sergei Sobyanin announced the results of road construction in 2023 and plans for 2024 in his blog.

“As part of the Safe High-Quality Roads national project and the Development of the Transport System city program, we have built 115 kilometers of roads, 66 tunnels, overpasses, bridges and 19 pedestrian crossings. A number of megaprojects have been successfully completed, including a new chord motorway, the Moscow High-Speed Diameter, within the Moscow Ring Road,” highlighted the Moscow Mayor.

The southern section of the Moscow High-Speed Diameter (MHSD) was opened in September 2023; its straight line length is about 28 kilometers. It starts at the Entuziastov Motorway junction to cross the Moskva River over a new bridge in the Kashirskoye Motorway area and enter the Moscow Ring Road in the Varshavskoye Motorway area.

The MHSD main section was connected to the M-12 Vostok Federal Motorway. The six-lane motorway (about 5 kilometers in a straight line) starts next to Lukhmanovskaya metro station, crosses Pokrovskaya, Sochinskaya, Maresyeva streets, runs along the Pekhorka River and connects with the new Moscow-Kazan Motorway opened last year.

“Another major project completed was a northern alternate route of Kutuzovsky Prospekt dubbed by Muscovites ‘Bagration Prospekt’. The new outbound motorway stretches from the Moscow-City business center and the Third Ring Road to the Moscow Ring Road, and through the Molodogvardeyskaya interchange; it is fully integrated with the toll road, the Odintsovo Northern Bypass, and with Mozhayskoye Motorway and Minskoye Motorway” wrote Sergei Sobyanin.

The transport services for more than 1.5 million Muscovites and residents of the Moscow Region have been improved.

After reconstruction, the Lipetskaya interchange was opened on the Moscow Ring Road, the main southern gate of Moscow with access to the M-4 Don Federal Motorway.

“We have completed the most complex project for the reconstruction of Dmitrovsky Overpass across the D-3 tracks to  eliminate the problem of Dmitrovskoye Motorway, one of the busiest outbound motorways in the capital,” the Moscow Mayor emphasized.

Road construction projects are also ongoing in Troitsky and Novomoskovsky Administrative Districts. Last fall, the Varshavskoye Motorway - Andreevskoye - Yakovlevo road was opened. The four-lane motorway (more than 15 kilometers long) provides an additional cross-connection in Troitsky and Novomoskovsky Administrative Districts. In this section, it has become an alternate route of the Moscow Ring Road, the Central Ring Road and the Solntsevo-Butovo-Varshavskoye Motorway under construction.

The road connects Troitsk and Shcherbinka, creating a new transport system in Troitsky and Novomoskovsky Administrative Districts from Varshavskoye Motorway through Kaluzhskoye Motorway and Kievskoye Motorway to Minskoye Motorway. It will be 40 kilometers long.

“In 2024, we will basically complete the development of Moscow’s new road system and the Southern Lateral Road. The route, about 40 kilometers long, will run from the Rublyovskoye Motorway interchange with the Moscow Ring Road to Verkhnie Polya Street in Kapotnya and will improve transport services for residents of 24 Moscow districts,” wrote Sergei Sobyanin.

The Southern Lateral Road construction project is almost 90 per cent complete. Work is ongoing in four areas:

- from Kaspiyskaya Street to 1st Kotlyakovsky Pereulok;

- from Podolskaya Street to Kuryanovskaya Embankment (reconstruction of Donetskaya Street);

- from Maryinsky Park Street to the Moscow Ring Road;

- at the intersection of the Moscow Ring Road with Verkhnie Polya Street and Kapotnya Street.

In 2024, the southern section of the MHSD is set to be connected with the M-2 Crimea Motorway and the new Solntsevo-Butovo-Varshavskoye Motorway.

“In 2024, we will complete a large-scale project to reconstruct interchanges of the Moscow Ring Road. Since 2012, 20 interchanges have been completely renovated, improving the traffic flow of the Moscow Ring Road and outbound motorways. This year, in addition to the above-mentioned road junction at the intersection with Verkhnie Polya Street, we will reconstruct the interchange with Altufyevskoye Motorway,” noted the Moscow Mayor.

The project will increase the capacity of the south-eastern and north-eastern sections of the Moscow Ring Road.

A new overpass across the D-1 tracks in the northeast of the city, connecting Khachaturyana Street with Proektiruemy Proyezd No. 2236, will also be launched.

In the Troitsky and Novomoskovsky Administrative Districts, an alternate route of Kaluzhskoye Motorway, connecting Kaluzhskoye Motorway and Kievskoye Motorway from Mosrentgen (Tyutchevskaya metro station) to Troitsk, is being built.

“In 2024, we plan to launch a section from Solntsevo-Butovo-Varshavskoye Motorway to Serednevo-Maryino-Desna Motorway. The new road will improve transport services for residents of Mosrentgen, Sosenskoye, Filimonkovskoye and Desyonovskoye,   providing connections to Prokshino metro station on the Sokolnicheskaya line, jobs and other important city facilities,” emphasized Sergei Sobyanin.

In 2024, 94 kilometers of roads, 30 artificial structures and 15 pedestrian crossings are to be constructed. Moscow will become an even more car-friendly city.
