Moscow Mayor spoke how AI is shaping the city life

Moscow is about to enter the next stage in driving technologies that will be more deeply integrated into the urban environment, Sergei Sobyanin told at a panel discussion at the Forum of Innovative Financial Technologies FINOPOLIS, which is taking place November 8–10 at the Crocus Expo International Exhibition Center.
Nowadays, one of the most popular areas for the use of artificial intelligence (AI) is healthcare, the Moscow Mayor said; for example, processing millions of X-ray images is key to proper diagnosis in an average of 96–98 per cent of cases, while 30 diseases can be 100% AI detected.
Artificial intelligence in healthcare enables a range of technologies, such as a preliminary diagnosis, for the patient to be further sent for testing, approx. 10 million preliminary diagnoses have been made in Moscow so far.
“In the future, this will be a digital twin of a person, when we will diagnose not by exacerbation of some diseases, but we will predict them and engage in their prevention based on the data array and understanding of certain medical processes. This is no longer science fiction, but the near future. And this, of course, is one of the areas for improving the quality of healthcare both in this country and throughout the world. And our goal is not to lag behind the whole world, but to move, perhaps, even faster,” Sergei Sobyanin said.
About 15 million medical records have been digitized within the local compulsory health insurance system to date and, moreover, residents can add data to their respective medical records by themselves.
Another critically important IT application is education, the Moscow Electronic School (MES), in particular, encompassing a vast array of data with the largest information flow among all IT systems.
“Already today we are working to ensure that education is as personalized as possible for each student, meaning the precise uploading of assignments, depending on students’ abilities, and development of these abilities up to the standard and above. This task is absolutely realistic,” said the Moscow Mayor.
Artificial intelligence helps improve the safety of local residents. In recent years, Moscow has processed billions of photo and video images of cars and people, the recognition quality reaching 99.8 per cent.
“To date, security systems have made it possible to reduce the number of robberies and car thefts in Moscow tenfold and to significantly decrease road accidents and deaths. This is certainly a great contribution of new technologies,” noted the Moscow Mayor.
In addition, artificial intelligence is widely used in urban planning, enabling correct design, prediction and digital master planning.
According to Sergei Sobyanin, today Russia is scraping through tough competition. “Our country cannot be weak, it can only be strong and competitive or not at all. That is why previous generations invested huge national resources in the security system. A significant part of the economy was aimed at this. And today artificial intelligence is a similar challenge, similar technologies that will be used in conventional weapons, in nuclear weapons, in the highest technologies and in information wars. And this is already happening today,” concluded the Moscow Mayor.
Organized by the Bank of Russia in partnership with leaders of the IT and financial market, the Forum of Innovative Financial Technologies FINOPOLIS has been held since 2015 primarily to promote innovative technologies and their introduction in the Russian financial sector.
